CBDC Project Manager Skills: Delivering Digital Currency Programs at Scale

CBDC project manager skills now sit at the center of one of the most complex digital finance agendas in the world. A central bank digital currency program is not just a payments technology rollout. You are dealing with monetary policy goals, cybersecurity, legal authority, public trust, banks, telecom providers, merchants, and users who may still prefer cash.
The scale is real. The Bank for International Settlements reported in its 2024 survey that 94 percent of surveyed central banks were exploring a CBDC. - Maintaining an integrated risk register across all phases.
- Planning cyber controls for authentication, encryption, monitoring, and incident response.
- Testing disaster recovery and fallback arrangements.
- Managing vendor and cloud concentration risks.
- Designing support procedures for lost devices, disputed payments, and wallet recovery.
CBDC raises sensitive data questions too. Transaction data can reveal personal behavior, business activity, and location patterns. Privacy design is not only a legal issue. It is a trust issue.

The Sand Dollar experience is instructive. The Bahamas had enough legal basis to launch, but further work was still needed around data sovereignty, KYC, and consumer protection. - AML/CFT and sanctions compliance.
- KYC tiers and wallet limits.

Ecosystem Orchestration
A CBDC is only useful if people can and want to use it. The Bahamas has reported growing consumer and merchant wallet counts, but IMF analysis still noted modest usage compared with other payment instruments. Wallet counts alone can mislead.

- Peak load performance and downtime.
- Fraud attempts, disputes, and customer support patterns.
- Usage by target inclusion groups.
Then change the design. If rural users fail onboarding because SMS one-time passwords expire in low-coverage areas, the fix is not another awareness campaign. It is a product and infrastructure issue.
