What Are CBDC Cross-Border Payments?

A central bank digital currency is a digital form of sovereign money issued by a central bank. Most CBDC projects fall into two broad categories:

  • Retail CBDCs: Designed for individuals and businesses, usually through wallets or regulated payment providers.
  • Wholesale CBDCs: Designed for banks, payment institutions, and financial market participants to settle large-value transactions.

For cross-border settlement, wholesale CBDCs are ahead. They fit the institutions already handling treasury, trade finance, interbank FX, and correspondent banking. Retail remittances may benefit later, but the rails are being built first for regulated financial institutions.

World Bank research on CBDCs and international payments points to three broad design choices: connect existing intermediaries, build interoperability interfaces between domestic CBDC systems, or create a unified multi-CBDC platform where several currencies settle on shared infrastructure. The third model is where the most interesting work is happening.

Why Traditional Cross-Border Payments Are Slow

Ask any payments engineer where the time goes, and the answer is rarely "the database." The hard part is the chain: correspondent accounts, FX liquidity, message reconciliation, sanctions screening, local cut-off times, and exception handling.

In practice, a cross-border corporate payment often separates the payment message from final settlement. SWIFT may carry the message, but money still moves through correspondent banking accounts. That creates delays and fees. Small-value remittances suffer most because fixed compliance and network costs eat into the amount sent.

CBDC cross-border payments aim to change that by letting approved participants settle directly, or close to directly, using tokenized central bank money. Done well, this reduces:

  • Settlement lag between sending and receiving institutions
  • Counterparty risk in correspondent banking chains
  • Foreign exchange settlement risk
  • Manual reconciliation across separate ledgers
  • Opacity around fees and exchange rates

Do not overstate it, though. CBDCs do not magically remove compliance, liquidity management, or capital controls. They move those controls into a more programmable payment environment.

Project mBridge: The Leading Real-World Example

Project mBridge is the clearest proof that multi-CBDC settlement can work beyond a lab. It began as the Inthanon-LionRock project between the Hong Kong Monetary Authority and the Bank of Thailand in 2019. It later expanded to include the People's Bank of China Digital Currency Institute and the Central Bank of the United Arab Emirates, with coordination from the BIS Innovation Hub in Hong Kong.

The platform runs on a purpose-built permissioned distributed ledger called the mBridge Ledger, or mBL. It supports real-time peer-to-peer cross-border payments and atomic foreign exchange settlement using wholesale CBDCs.

Atomic settlement means both legs of a transaction complete together, or neither completes. In a payment-versus-payment FX trade, one party should not deliver one currency and then wait for the other side to deliver later. That waiting period is where settlement risk lives.

A practical warning: atomic does not mean the user experience always feels instant. If a transaction fails sanctions screening, if an FX quote expires, or if the legal entity identifier in the payment message does not match the KYC record, the transaction can halt before settlement. I have seen teams underestimate this in payment design workshops. The ledger is often the easy part. The rulebook is harder.

mBridge Milestones

Several developments make mBridge important for banks, regulators, and enterprise treasury teams:

  • Real-value pilot: In 2022, 20 banks across four jurisdictions ran more than 160 payment and FX transactions totaling over HKD 171 million.
  • MVP stage: The BIS Innovation Hub announced in mid-2024 that mBridge had reached minimum viable product status, allowing ready jurisdictions to join and conduct real-value activity.
  • Governance shift: In 2024, BIS stepped back from direct coordination and handed management to the participating central banks.
  • Expanded participation: The Saudi Central Bank joined as a full participant in 2024, linking the platform more closely to Gulf trade corridors.
  • Private-sector input: After the MVP milestone, mBridge invited private firms to propose solutions and use cases.

Industry reporting in 2026 stated that by late 2025 mBridge had processed about 4,000 cross-border transactions worth roughly 55.5 billion dollars, with most volume settled in digital yuan. If that pattern holds, mBridge is not just a payments experiment. It is becoming a regional wholesale settlement rail.

How CBDCs Could Improve Remittances

Most CBDC cross-border payment work is wholesale today, but remittances are the public-facing use case people care about. A migrant worker does not care whether settlement happens through a correspondent bank, stablecoin, CBDC bridge, or internal treasury pool. They care about cost, speed, exchange rate, and whether the recipient can use the money immediately.

CBDCs could help remittances if retail wallets and regulated payment providers connect to wholesale CBDC settlement layers. A possible flow looks like this:

  1. You fund a remittance through a bank, wallet, or licensed money transfer operator.
  2. The provider converts funds into a wholesale CBDC or uses a bank that can reach the CBDC rail.
  3. The transaction settles through a multi-CBDC platform or linked CBDC systems.
  4. The recipient receives local currency in a wallet or account.

The gains could be meaningful in high-remittance regions. The Inter-American Development Bank estimated Caribbean remittance inflows at about 18.4 billion dollars in 2024 and around 20.8 billion dollars in 2025. Even a small fee reduction can matter when families depend on regular transfers.

But retail remittance CBDCs carry a tougher policy burden than wholesale settlement. Regulators must solve wallet access, identity checks, fraud, data sharing, consumer protection, and offline recovery. If those details are weak, a cheaper rail will not be enough.

Other CBDC Cross-Border Models

mBridge gets the attention, but it is not the only technical path. Research published in 2025 discussed other mature models, including a Digital Currency Bridge Program and hash time-locked protocol designs.

Hash time-locked protocols are familiar to blockchain developers because they use conditional settlement: complete within a set time using the required cryptographic proof, or the transfer reverses. The concept helps cross-border payments because it limits the risk of one side completing while the other side stalls.

Still, technical elegance is not the same as production readiness. In regulated payments, the design must also answer boring but essential questions. Who can join? Who sees transaction data? Which court handles disputes? What happens when a payment is legal in one jurisdiction and blocked in another?

Regulation and Governance Will Decide the Outcome

The future of CBDC cross-border payments is as much about governance as technology. BIS documentation on mBridge describes a legal rulebook covering participant eligibility, data-sharing arrangements, dispute handling, and operational duties. That is exactly where serious payment systems live.

World Bank and IMF work both point to the same policy issues:

  • Interoperability with existing payment systems and ISO 20022 messaging
  • AML/CFT and KYC alignment across jurisdictions
  • Monetary sovereignty and capital flow management
  • Cross-border data governance
  • Privacy versus regulatory visibility
  • Operational resilience and cyber risk

To be blunt, a single global CBDC network is unlikely in the near term. Regional systems are more realistic. mBridge already shows how trade relationships and geopolitics shape payment architecture. A renminbi-heavy China-Gulf corridor is not the same thing as a neutral global public utility.

  • What new operational controls are needed for 24/7 settlement?

For Enterprises

  • Will suppliers accept settlement through regional CBDC rails?
  • Can treasury teams reduce trapped liquidity in correspondent accounts?
  • How will FX risk be managed when settlement becomes near real-time?
  • Will trade finance platforms integrate CBDC payment confirmation?

For Developers and Architects

Learn permissioned ledger design, digital identity, cryptographic transaction controls, and smart contract risk. If you already build in Ethereum or Solidity 0.8.x, do not assume public-chain patterns transfer directly. CBDC systems are usually permissioned, policy-heavy, and built around regulated participants rather than anonymous wallets.
