CBDC and Cashless Economies: Benefits, Risks, and Policy Questions

CBDC and cashless economies sit at the center of payment policy right now, but the reality is more cautious than the headlines suggest. Central banks are studying digital currencies almost everywhere, yet live retail CBDC use stays small. Cashless payments, meanwhile, keep growing mostly through cards, mobile wallets, and account-to-account systems, not CBDCs.
The real question is not whether CBDCs are technically possible. They are. The harder question is whether they solve a public problem better than existing payment rails, without weakening privacy, bank funding, or financial inclusion.

What Is a CBDC in a Cashless Economy?
A central bank digital currency, or CBDC, is a digital form of sovereign money issued by a central bank. It differs from crypto assets such as Bitcoin, and from stablecoins, because it is a direct claim on public money rather than a private issuer or a decentralized network.
There are two main types:
- Retail CBDC: Designed for consumers and businesses, similar to digital cash.
- Wholesale CBDC: Designed for banks and financial institutions, mainly for interbank settlement, securities settlement, and cross-border payments.
Most central banks say CBDCs should complement cash and existing payment systems, not replace them. That point matters. A cashless economy built only around private platforms can create dependency on card networks, Big Tech wallets, or foreign stablecoins. A CBDC could act as public payment infrastructure, but only if the design earns trust.
Current State of CBDC Adoption
CBDC research is close to universal among major jurisdictions. In its 2024 survey, the Bank for International Settlements reported that 94 percent of 86 responding central banks were exploring a CBDC. Wholesale CBDC work is generally more advanced than retail.
By mid 2025, global trackers estimated that around 130 to 137 countries or currency unions were researching or developing CBDCs, covering roughly 98 percent of global GDP. That sounds huge. But launches are still limited. Only a handful of countries have fully launched a retail CBDC, while several dozen are in pilot or advanced testing.
Early retail launches include The Bahamas Sand Dollar, Jamaica's Jam-Dex, and Nigeria's eNaira. Adoption has been modest, often below 2 percent of the population. That is the uncomfortable lesson: issuing a CBDC does not mean people will use it.
Major Projects to Watch
- China: The e-CNY remains in pilot, but it is the most advanced large-economy CBDC project, with testing across retail payments, public transport, and e-commerce.
- Euro area: The European Central Bank has moved the digital euro into a preparation phase, while EU legislation and the MiCA stablecoin rules shape the wider digital money framework.
- India: The Reserve Bank of India continues to expand its digital rupee pilots and integration goals.
- United States: The Federal Reserve and Congress have studied CBDC options, but no decision to issue one has been made.
Cashless Economies Are Already Arriving
Cashless economies are advancing even without CBDCs. Private payment systems are doing the work. Card networks, mobile wallets, and instant account-to-account rails have pushed cash to the margins in many advanced economies, and the shift is happening in emerging markets too.
The country data is clear:
- Japan's cashless payment ratio reached 42.8 percent of transaction value in 2024.
- In Germany, cash fell from 58 percent of point-of-sale payments in 2021 to 51 percent in 2023.
- In the UK, cash represented around 12 percent of payments in 2023, and a large share of adults now live largely cashless.
- In Australia, cash fell to roughly 16 percent of in-person transactions in 2022.
- In the United States, Federal Reserve diary data put cash at about 16 percent of payments in 2023.
So CBDCs are not driving the cashless shift today. Private rails are. That makes the policy debate sharper: should central banks create a public digital alternative before private systems become too dominant?
Benefits of CBDC and Cashless Economies
1. Faster and Cheaper Payments
CBDCs could support instant settlement, lower cash-handling costs, and simpler government disbursements. For merchants, a well-designed CBDC could reduce dependence on expensive card acceptance layers. For consumers, it could offer digital central bank money that works across banks and wallets.
Wholesale CBDCs may be more compelling in the near term. They can improve interbank settlement, tokenized asset settlement, and cross-border flows. Projects such as Saudi Arabia and the UAE's Project Aber tested multi-currency wholesale settlement, and many central banks are exploring links between CBDCs and fast payment systems.
2. Financial Inclusion
CBDCs may help people who lack access to bank branches or card infrastructure. Island economies such as The Bahamas have a practical reason: distributing physical cash across dispersed islands is costly. A low-cost wallet tied to central bank money can help, especially if it supports offline use and tiered know-your-customer rules.
But do not overstate this. A CBDC app does not fix poor internet access, low digital literacy, or lack of trust. If your inclusion strategy assumes every user has a modern smartphone and reliable data, it will fail the very people it claims to serve.
3. Monetary Sovereignty
Central banks also see CBDCs as a way to preserve the role of domestic currency. The ECB has said a digital euro could reduce dependence on non-European card networks, Big Tech payment apps, and foreign stablecoins. That is not abstract. If a large private stablecoin becomes the default payment unit in an economy, monetary sovereignty gets harder to defend.
4. Programmable Payments
CBDCs could support conditional transfers, automated escrow, and faster settlement of public benefits. Programmability needs careful limits, though. Programmable payment logic is useful when it automates compliance or delivery-versus-payment. It becomes dangerous when it gives governments or platforms too much control over how ordinary people spend money.
A practical detail from payment integration work: the hard part is rarely the demo wallet. It is reconciliation. If a wholesale CBDC platform has to interoperate with ISO 20022 messages such as pacs.008 for credit transfers and camt.053 for statements, missing end-to-end identifiers can break downstream reporting. That boring field mapping decides whether pilots become production systems.
Risks and Policy Concerns
Privacy and Surveillance
Cash has a feature digital systems struggle to copy: it can be used privately. CBDC transactions are recorded in digital systems, so policymakers must decide who can see what, when, and under which legal process.
Meaningful privacy needs more than a promise in a press release. It needs data minimization, clear access rules, independent oversight, and technical controls. Some designs may use intermediaries so the central bank does not see every retail transaction. Others may support offline low-value payments with stronger privacy. The trade-off is real: AML and CFT compliance requires traceability, but total traceability can chill lawful activity.
Bank Disintermediation
A retail CBDC is a very safe asset. In a crisis, households and firms might move money from bank deposits into CBDC wallets fast. That could reduce bank funding and accelerate deposit flight.
Central banks can reduce this risk through:
- Holding caps for individuals and businesses.
- Non-interest-bearing CBDC design.
- Tiered remuneration, where larger balances get less attractive rates.
- Intermediated models where banks and payment providers manage customer-facing services.
To be blunt, a direct retail CBDC account for every citizen at the central bank is the wrong model for most countries. It would turn central banks into mass-market account providers and strain their operational role. Intermediated models are more realistic.
Cybersecurity and Resilience
A CBDC system would become critical national infrastructure. Outages would not be a minor inconvenience. They could stop retail payments, government transfers, or settlement activity.
Security planning must cover wallet providers, identity systems, offline payment controls, APIs, fraud monitoring, key management, and disaster recovery. Offline CBDC is especially difficult. You need a way to prevent double spending when devices reconnect, without making the user experience impossible.
Exclusion in Cashless Societies
Cashless does not mean inclusive. Older people, low-income households, rural users, and people without smartphones can be pushed out if merchants stop taking cash too quickly. Canada, Germany, Australia, and the UK all show falling cash use, yet each still has groups that rely on cash for budgeting and access.
Policy should preserve access to cash while digital systems mature. CBDCs help only if they support simple wallets, offline payments, low fees, accessible interfaces, and non-smartphone options such as cards or secure hardware devices.
Key Policy Questions for CBDC Design
- Retail or wholesale first? Wholesale CBDCs have clearer institutional use cases today. Retail CBDCs need a stronger consumer value proposition.
- Who holds customer relationships? Banks and payment service providers are better suited for onboarding, support, and compliance than central banks.
- How private should payments be? Low-value transactions may deserve cash-like privacy, while higher-risk activity requires stronger controls.
- Should CBDC pay interest? Interest can improve monetary policy tools, but it may increase competition with bank deposits.
- Will cash remain available? In a fair cashless transition, people who need cash should not be treated as edge cases.
- How will cross-border systems interoperate? CBDCs must connect with existing payment rails, stablecoin regulation, and foreign exchange controls.
