For most advanced economies, wholesale CBDC has the clearer near-term business case. It targets settlement risk, securities markets, interbank payments, and cross border corridors without directly replacing household bank deposits.

Retail CBDC is more politically sensitive. It can help inclusion and public payment access, but it touches privacy, commercial banking, consumer protection, and social trust. If a country already has low cost instant payments, high banking access, and strong competition, a retail CBDC may not be worth the disruption.

For emerging markets, the case is often stronger when the goals are specific: cut cash handling costs, improve subsidy delivery, support disaster payments, or widen access to digital money.

Before committing to a CBDC, decision makers should answer six questions:
